A mild winter last year treated area homeowners to what amounted to a discount on heating costs and the coming winter could bring more of the same.
The state of Minnesota got $152.6 million last year from the federal Low Income Home Energy Assistance Program, or LIHEAP, but this year it has gotten less than half that, $73.5 million.
