Who does the estimate’s for the city that they were 900,000 off? Wow. I can see 100-150, but 9?

Im a little confused? Can someone please clarify my ranting and raving about this project, because I must be missing something. Borrowing $6,500 at 7% interest for 10 years!!!! Seems like Highway robbery to me!! Interest rates are so low right now, but they have the guts to charge 7%!! Unbelievable!!! And what is the city going to do with the extra 7% interest rate they recieve? Do you think the assessment fees are going to be reduced with the $900,000 reduction in cost, and the two streets they eliminated? I would be very surprised if they did! And couldnt the engineering fees and the cost of the project have been cut by a major percentage if the city would have bid out the engineering? Hopefully that will change someday soon!! I have also heard the city make the comment that if you dont like the 7% interest rate that they charge, they encourage getting lower rates someplace else like a bank or something. Ya, like im going to go to the bank and take out a personal loan for an assessment fee! You gotta be kidding me!!! Something doesnt seem right to me on how this is being addressed. If anyone has any feedback, or can answer any of these questions, please share!!
