No surprises here. If you are not a psychopath, if you are not sadistic and enjoy killing humans, then you will not get anywhere in the CIA.
Doesn’t matter what administration it is – the CIA owns them all. After the CIA assisted in killing JFK, they probably realized they can kill anyone, kill as many people as they like, and do so with impunity.
