Editorial: For 2013, change the culture, eliminate drinking loophole

I don’t have time right now to look it up but I believe I read that the US has one of the highest drinking ages in the world and yet has the highest binge drinking rate in the world. I will try to look it up next week to make sure but if that is true what would/is your response?
