A 16-inch water main burst late Tuesday afternoon on Superior Street in downtown Duluth, sending water gushing down the street, across Lake Avenue and into some nearby businesses.

Duluth should be concerned more about those 1887 pipes instead of the airport looking spiffy.
From that article “Travelers currently contend with a closed and congested space in the 1970s-era terminal that’s tired-looking and outdated. ”
If they can grab $78mil from Fed and State for the airport, then they can look for money for true needs.
But people can’t be wowed with shiny new buildings and have ribbon cutting ceremonies for underground infrastructure.

How about Duluth spending millions in the 80′s to brick the downtown but leaving 100 year old water mains in service?

In most case when a street project goes thru an area there may be some “bandaid” fixes on water mains or services. In the past the cities side of the lines feeding houses that were lead lines were replaced that policy changed in the 90-reason: too expensive, the powere decided they would play russian roulette and hope nothing happened (of course its like playing russian roulette with an automatiic s**t happens). Yes I know in some area water mains have been relaced and new services put in but the new mains were being replaced with plastic lines and only in area of multiple breaks ie lakewood road area, parts of lakeside. Drive down the old highway and cout the patches I made a lot of overtime-it just about paid for my Harley, you have to remember that water breaks can happen 24/7. I can remember digging an eight ft hole and having two repair clamps in it already and then putting another clamp on and praying that nothing else let go. Downtown mains were not replaced as they bricked the streets we had a water leak in front of Fitchners Meat that we were told not to dig until after the dedication of the bricks.

Water mains break all over the country, in all kinds of weather. I was in Vegas in1996 and a 12 inch pipe going into the Stardust Hotel broke sending dirty brown water down Las Vegas Blvd. I thought I got away from Duluth but I guess I brought it with me.
