The question is – why in the world would the Midway folks think that a peaceful takeover by Duluth is better than a hostile one by Proctor???
There is something behind the scenes here – maybe promises of inexpensive utility extensions, or zoning/police/fire assistance – or maybe just Duluth preying on an opportunity that shouldn’t be available.
One thing is for sure – the Midway residents will get their pitchforks out after seeing the taxes and red tape (such as the city’s building inspection process) they get to participate in when graced to be a resident of the city of Duluth.

Toby- did you read the article? Nothing changes for Midway residents. Taxes will not go up. Midway will not become part of Duluth as long as the agreement is in place. It would be helpful for everyone if you read the article before posting fabricated nonsense.

So let me get this straight… The Proctor mayor is upset that he had heard “zip” about a Duluth-Midway deal but it was OK for Proctor to take steps to annex Midway without informing Midway? Ahh Proctor… lot’s of big talk, crazy leadership and grand plans with no follow through. It’s almost like having our own little North Korea right next door.

I wish this article provided more details but I can’t see how this is good for Midway in the end. The only details provided are what Jim Aird “envisions” in a deal. There is no deal so yet so nobody knows what it consists of or if what he “envisions” will be what is contained in the agreement. The Township Supervisors will do anything to avoid being annexed by Proctor so I’m sure they’ll take whatever Duluth Offers in the end. I hope these Supervisors know what they’re doing but if I was a Midway Township resident I would be scared to death of the idea of joining Duluth in any way. The city of Duluth is an absolute mess. The Red Plan has turned out to be a disaster and has left the city bankrupt. Property owners are looking at 11% increases in property tax from the school board every year for the foreseeable future. The loss of Casino money means Duluth residents will be driving through potholes for many years. No businesses want to locate to Duluth because of the anti-business environment. The only thing Duluth has to attract outsiders is generous welfare benefits. Duluth is a sinking ship no matter how you look at it. I just hope that in the end the animosity between the Township Supervisors and Proctor City Council doesn’t leave the residents holding the bag . Country and Bedroom living loses a little bit of it’s luster if you’re paying Edina Property Taxes.

Almost all of the problems associated with urban sprawl (unequal tax bases, lack of commercial regulation, poor infrastructure planning, etc) occur because of different city boundaries dividing the same metropolitan area. If the citizens of Duluth don’t want a retail giant like Walmart cornering the market, Hermantown will just build one right across the border. If a municipality like Rice Lake Township only zones for wealthy residents, it forces the inner city to manage more lower-income residents with a lower overall tax base. In a more just world, we would have metro governments, not city governments.
