Entice private landowners to adopt conversation practices. There are many people I know, that would do more for conversation (plant trees, etc.) if they could afford it.

Non-profits don’t pay taxes. Who will be forced to make up the difference since we know government never does with less money flowing into its insatiable coffers?

Another thing, too. If non-profit conservation groups come in with big money to buy land, that will outbid the local farmers and ranchers, especially the young one that are starting out.
The conservation groups, once they have the land, can enroll it into CRP and then transfer that money out of state.
