Well, it makes sense to me. If the building is not open to the public, than it would be like a business. Most businesses that receive bulk mail would have a “mail room” and an employee that sorts and distributes the mail throughout the business. Same goes for a dormitory, bank building, hosptital, etc… If this apartment building was rented to the general public, than of course the USPS would deliver. Sounds like Power Fuels needs to hire someone to sort and disperse the mail in their privately owned building.
