Why, when it’s dollar for dollar, didn’t the state just appropriate the money? The way it is, projects sit until someone “donates”, the big reason for donating would be you are going to make money from the project.
Fund it, spend it where it’s needed.
Or else let’s give dollar for dollar tax credits where you “donate” to your school, or “donate” towards fixing your streets or “donate” towards whatever you want.
