And the Army Corps of Engineers is going to approve it on the North Dakota side? Maybe Ground up Adventures should have gotten that question answered before bringing it to the council asking for money.

The boathouse will not be there during flood season, so it doesn’t need Army Corps approval.

The plan presented in East Grand Forks called for a permanent structure on the wet side of the dike.

The money would come from the Park District, which levies it’s own mills. If the Park District does not increase it’s mill rate, but rather reallocates resources within its existing budget, there is no increase. Just a re-ranking of priorities.
