Simply put……User Fees! Increase them substantially! You use the parks and their facilities, pay for them!
It’s like someone who chooses to live on an island that is only accessible by a tax payer funded ferry. Should people who never use the ferry or live on the other side of the state have to subsidize a goodly portion of the fares? Toll roads and bridges are great equalizers.
If the parks make so much money from their resources, like oil, then a bigger percentage should go back to the park service. THAT’S what you write your congressman about! Forget the Fuddy Duddy old entrenched Senators, they’re just a bunch of do nothing bowsers taking up space and breathing precious air!

Oops! Maybe using “Christmas” instead of ‘Holiday’ will not be the acceptable PC word and get me possibly subject to the moderators pen?
