The first high is always the best one, and every other attempt to get high is merely a chaser. As long as the federal government insists on a zero tolerance policy, the 41 year old War on Drugs is destined to fail. The land of the free and home of the brave continues to incarcerate more citizens than any other “free” country mostly because of this insane policy. The prison industry, a complete failure in any sense of progress, thrives, as do worldwide drug dealers. Keep doing the same things over and over again and expect different results. I-N-S-A-N-I-T-Y.

Millions of $ for a program with a 5% success rate, mismanagement in which supplies disappear or ar used for illegal purposes, and cabs are used to travel across the state?? Why have they been going to St. Cloud when there was a clinic in Duluth? Or to Brainerd as did the woman who killed 2 on her return trip driving back to this area under the influence of it? If this treatment it going to continue, it needs to be managed for the benefit of taxpayers as well as users–meaning we get what we are paying for and they don’[t get it unless the comply.
