“The FCC is advancing plans for voluntary incentive auctions that would allow broadcasters to put their spectrum assets up for auction and share in the proceeds with the U.S. Treasury”
From whay I’ve read this plan is not voluntary. Reallocation and reverse auction is going to happen as broadcasters provide less and less value for the specturm they take up.
