Why did voters leave some races blank?

They’re called “under votes” ballots that for some reason or another, voters choose to leave blank for some races.

It would certainly be interesting to inspect the ballots to see exactly how many skipped everything but president and amendments. If it’s an inordinate number, I would not put fraud aside as an explanation. Might see that nationwide.
