I wonder why 14 is spelled out but they used numerals for the crew number?

AP style dictates that if you start off a sentence with a number, you have to spell it out rather than using a numeral.

That is what it says to do.
If the sentence starts with the number, spell it out. If it’s within the sentence, use the numeral if the number is higher than ten.
There are tons of exceptions to the general AP style guide rules as well, some of which can be found here: http://suite101.com/article/the-ap-style-guide-to-numbers-a102809
But that does mean that a number can be dealt with two different ways within a single sentence, which may seem a bit weird.
Do note that the rules can change from year to year. For example, AP style used to be Web site, and now it’s website.
