A 23-year-old orange-costumed rural River Falls man was stopped for kicking a Bubba’s Fried Chicken trash can down Main Street before 2 a.m. Sunday, Oct. 28. As an officer identified himself and ordered the man to stop, the man resisted and asked the officer: ‘Who are you?’ The officer identified himself a second time as the man continued to resist and insist the officer wasn’t a cop.
