My guess is they look for anyone who will take over the responsibility of raising their kids until the school system takes over the process.

Folks that subcontract the raising of their kids to strangers should drop the kids off at the Fire Department, because they’re unfit to be parents.
Folks that expect the taxpayer to subsidize child care should also get sterilized, they have no business burdening society with expenses they should not have to begin with.

But…but…but…Schurkey, you cant expect them to actually raise their spawn, feed them breakfast and lunch, read to them!!! The have to realize their own personhood.
