So during those 18 months Mcveigh was a member of the National Guard or Army Reserve? They don’t train civilians there. And if he was a member of the Guard or Reserve and was there for training he would have to have been on orders. If he was on orders, there would be a record of it that even the FBI could find.

Camp Grafton is a training center, soldiers go there for training. There is no training offered there that is 18 months long. Almost all course are two weeks.

Today Camp Grafton is much different from its early days when its only flurry of activity occurred during the annual two-week encampment periods. Training is conducted year-round at Camp Grafton by military, law enforcement and other state agencies. In 1985, the North Dakota Military Academy was moved to Camp Grafton from Bismarck. In 1996, the North Dakota Military Academy was re-organized into the 164th Regiment, Regional Training Institute (RTI). The RTI conducts year-round training in engineer subjects and NCO leadership courses that is offered not only to North Dakota National Guard members but also to active duty and reserve component soldiers and units from across the entire country. The RTI trains over 3,000 soldiers each year. Economic impact to the local community has significantly risen from just under $200,000 in 1949 to approximately $16.9 million in 2004. The estimated impact in 2005-2007 is approximately $40.1 million.

Interesting that the Secret Service records for JFK’s Grand Forks 9/25/63 visit were destroyed in 1995 for national security reasons. North Dakota’s obscurity seems to be useful for the operation of US intelligence agencies.
