I guess I do not understand WHY, if a voter does NOT check a YES or a NO vote for this amendment…..that it would be counted as a NO vote to the amendment question! I have not heard of a legitimate answer to that question….yet! To me, if a voter leaves the question open (NOT ANSWER)….that particular ballot would NOT have a vote TOWARDS the amendment question! It should NOT count as a YES or a NO towards the question! The rest of the votes on the ballot should count….but any votes or questions that are unanswered should count …..AT ALL!
