Why is there no mention in this 20 year plan about high speed rail? Has that concept been abandoned, or doesn’t MnDOT deal with that aspect of transportation?

Raise the speed limits to the levels now accepted by law enforcement — (e.g. about seven or eight mph over the posted limits on highways) — then strictly enforce that limit. Teach drivers to respect the limits. Require re-exams of drivers every few years. Enforce turn signal use laws.
