Stutsman County officials continue to whittle away at the tentative 2013 budget, having already trimmed a projected 5-mill increase into a projected 2.24-mill decrease.

A number of factors impact property taxes, but if the value of a person’s house remains the same, the decrease in mills will mean the person will see a slight decrease in property taxes.

I highly doubt we’ll see any decrease in the amount we owe. Any reduction in mill rate will be wiped out by an arbitrary increase in value.

As I understand it, the total value of the property in a county overall is set by the state, not by the county. In turn, that determines the value of the mill–not the county.
The county then sets the number of mills it wishes to levy, with that set value of a mill in mind. In this case the levy is in fact going up by $496,262, as noted in the article, but the mills are going down.
