My first question is: are the changes with reciprocity intentional or an unintentional consequence. If they are intentional (made with malace and forethought) then I hope the Chancellor has already taken into account the effect these changes will have on enrollment.
If it is an unintended consequence, it is a simple administrative matter to change it. In other words: not a big deal.
What is clear is the Chancellor is planning on an across the board decrease in enrollment at the state’s 4 year schools and universities. Not the 25%-50% some are saying, but I would not be surprised to see 10%-12%. That amount of reduction will call for cost savings. Reducing the amount of tuition give a ways is one way to do that.
The first 3/4 of my grad degree was at out of state tuition rates. I completely realize what a chunk this is.

The universities’ knee-jerk reaction to a loss in revenue has always been to raise tuition. They’ll do it in this case too.
