This sounds apocryphal.

Last week they said 1 in 11 were on SNAP in ND.
First Guess: track down the actual people who “don’t have access to enough food for a healthy lifestyle” and you’ll find that most of them have at least one of the following traits:
1. Mental Illness (possibly undiagnosed)
2. Learning disabilities (possibly undiagnosed)
3. INADEQUATE DECISION-MAKING SKILLS
4. A minor child of someone with one or more of the above.
From a certain perspective, #3 covers #1 and #2, but I break it out separately because #1 and #2 are not required for #3.
#3 and #4 typically go hand-in-hand.
What you never see in stories on these reports is the protocol used to arrive at their conclusions.
