You’re describing what the taxpayer-funded health club was all about: a place the aristocracy could use at city expense. Much like the Arnold Palmer golf course. There is no reason the public sector should compete with the private sector. The Alerus loves to brag about the revenue from its banquet and catering, while its subsidies come, in part, from taxes levied on its competitors.
