According to article: “A Cottage Grove police reserve officer found a man sitting in a suspicious vehicle about 1 a.m. Aug. 22 at Hadley Avenue and 103rd Street”

I think vehicle location and time is what initially made the vehicle suspicious. It may have been totally innocent and explainable.
