So there is a story here..? There are little dumps all over Duluth, locals dumped garbage for years in ravines and creek beds. Let us not forget the burn barrels.. The unfortunate story is some still do..! Let’s investigate this.

At every other site that came in under budget they added extras to make sure they spent every last cent. That is why there is no money for these unexpecteds.

Sid….I agree! The original budget was bumped up over TRUE actual bid costs by 35% margin…to almost GUARANTEE to come in under budget…..slap themselves on the back saying what a good job the have done managing the budget….then TREATING the taxpayer to all the extras to make up the difference. Pretty easy to come in under budget when they crank up the budget 35% over and above the actual estimates!
