A similar policy doesn’t seem to be hurting Bismarck or Mandan. I think the current policy is perfect. The developers need some skin in the game.

Looks like Jamestown is getting desperate for growth but I don’t think they will ever get close to what Fargo/West Fargo has, nor will they compare to what the cities in the western part of the state are gaining.
It’s interesting that the story brought up Jamestown’s economic failure of the 1980′s. Seems the city just started sliding and it’s still going down hill when it comes to population. There are some things you just can’t fix.
