Not going to waste any more time on this topic after this. This issue seems to crop up every so many months about a problem that’s existed for decades. Way to go Duluth – even Baxter, a “suburb” of Brainerd, a small town has accommodated suburban sprawl better than Duluth.
Problem is that the street & avenue grid was abandoned for a mish-mash of roads that don’t run parallel or intersect perpendicular and in many cases don’t connect. There appears to have been a plat but the City seemingly abandoned or vacated rights of way so that there is no functioning street network. The City of Duluth is continuing this laissez-faire approach north of Arrowhead Rd and elsewhere in the City such that this problem will re-occur.
I mean, how can you have East and West prefixes on street names where East is not East? House numbers and addresses are random, as well. Where are the sidewalks? It’s all a disorganized mess.
For all the hype and newfangled planning that’s come out of City Hall, it’s still the same BS. Form-based planning – show me! Comprehensive Planning – where? How walkable is Dlth Hts and how walkable will it ever be? Cycle lanes? non-existent. A rat run to the mall? YES!

The Joshua Avenue route has been a topic of discussion most of my life. It would sure be nice if they could either decide to move forward with it, or put it to bed forever.
There really are no ‘good choices’ on this. One way or another, there’s gonna be a residential area that becomes involved somehow.
It’s probably going to have to be decided on the needs of the many outweighing the desires of the few.
