Agreed. That said, make sure the responsibility for these numbers is where it belongs: with the student & their family. Provided the student is getting what they need to succeed, it is their responsibility to do so.
When I taught paramedics, about 25% of each class washed out. The majority of these students failed because they did not appreciate the amount of work involved. If you do not put in the work, you will not have “areas of improvement” you will FAIL.
It should be noted that many of these students returned a year later & did just fine. They did not repeat the same mistakes. They put in the work & succeeded.
I am for very tough graduation requirements. Without them the degree means nothing. That is what happened to the HS diploma.
HS was invented to prepare the student for a job in agriculture or manufacturing. Our present economy offers precious little of either. A HS diploma is simply a ticket to a service industry job – wage slavery. If you want more, you have no choice but to go to school.

How many parents dump off their spawn at daycare at age 5 days? How many demand the schools serve the breakfast they won’t even prepare? For them, K-12 is just 13 more years of babysitting. Talk to teachers; how many parents show up for conferences? Answer: those of the good students. Decades ago shools quit holding students back, which has resulted in a whole passle of high school grads being functional illiterates.

The August 19th Herald opinion piece described an, as of yet, unexplained or unpublished formula for admiting potential students. If the quality and thus rating of any particular high school in ND is a factor in this formula,
WOULD IT NOT be incumbent upon the ND Legistature to provide funding to
EQUALIZE the stature of ALL high schools in ND? I THINK they have the MONEY!
