So which is it? Are the tribes “sovereign nations”; or are they perpetual children to be taken care of by The Great White Father?
If they’re sovereign nations, we’ve got no more business telling them what to do–and interfering with their government–than if they were Mexico, Canada, or Denmark.
If they’re wards of the State, why is there jurisdictional disfunction?
Explain this, and all the rest of the problems go away.
