In this area I would think that about 95% of graduating high school seniors have a valid drivers license. Are we that much different than other parts of the Country?

One problem is not having a local address on the drivers license which is needed to vote in a certain precinct. Students typically don’t change their address on their licenses even thought they have moved to Grand Forks for a number of years to go to school. If they can prove they have lived in a precinct for at least 30 days by supplying a rental contract, utility bill or something else with their local address on it, they are allowed to vote. Many don’t have that kind of thing because they sublet, or can’t easily put their hands on a document with their local address on it. North Dakota is allows voters to fill out a “personal afidavit” in which the person swears they live in the precinct they say they do and that can be accepted in lieu of a local address document. The personal afidavit is sometimes not given as an option at polling places, even though our laws specify it. So sometimes students are left to feel like they can not vote locally in Grand Forks, even though they can by law if they have lived at their residence for at least 30 days. The main issue is that some consider their permanent residence where they grew up, but that’s an issue every student needs to decide for themselves. Have they moved to Grand Forks, or are they just taking a few classes at the university?

It would be a shame if there were voter ID laws and all these illegal aliens couldn’t vote anymore.

every American should have a personal ID card.
If you dont have a drivers license, then the DMV/State should provide everyone a free ID card on their 18th birthday to use as proof of age and residency.
No ID card ? No Vote.
Do we really need the entire Dallas Cowboys football team casting votes in Las Vegas?
