As St. Luke’s hospital expands the size of its downtown medical campus, the health-care provider is turning to the Duluth Economic Development Authority for financing help.

Why exactly cant st lukes afford this without making the DEDA give them a sweeter deal?

Because they can afford it more at a lower interest rate.
Look at it this way: At least money would be going to a business that’ll still be open in five years.

For that long, and that amount of money, the interest-paid between 3% and 5% is over $33,000,000 alone.
