The last paragraph is confusing. Did Cravaack vote to reduce FEMA funds or not ?

It’s supposed to be confusing, the incumbent is trying to hide behind the maze of procedural votes that take place in Congress to imply he’s not really that against it.
Did he vote to reduce FEMA funding, yes, and consistently so, at least until the Duluth disaster, now he’s seemingly in support of people of Duluth getting aid while cutting it for everyone else.
