I’m not really sure this qualifies as noble or unselfish.
They didn’t “offer’ to return the money, the state requested it and they agreed.
Actually, I believe this should be standard procedure.
If a city/county requests government funding for a specific project and then never actually uses it for that purpose, it Should be returned.
5 years is a long time to be holding on to money and collecting interest on it when you know you aren’t going to use it for the intended purpose.

Katydid…..a few good points! This is a very good donation for our area…..but the headline ( like you said, indicates a Houston County initiative )….but, was prompted by the State of Mn. Either way….a good thing. Excess funding and grants should be returned to the source….as it “supposedly” should help keep taxes down a “bit”….this happens very rarely. All grants, donations etc should be “accountable”…….as it usually winds up being spent on many “other” things! Anyway, this is a very noble request from the State….and a generous donation from Houston County!

Yes they could have. And, probably would have if the state hadn’t asked for it to be returned.
Or, maybe they just intended to sit on the money and let it accrue interest.
There’s nothing in the story to indicate they ever considered returning the money on their own though.
Personally, I think the headline is terribly misleading.
