The story or article is TRYING their best to up-hold presz b o ‘s image by saying or telling us Minnesotans that NO one knows who started this SCAM. WELL my gosh, presc b o is well known in America to do(giving away trillions of our income tax money) , try, implement,issue Executive ORDERS ,etc, anything to win the hearts of Americans, even more so with the election only weeks away and HIM being behind in the polls. So it is logic that HE or HIS administration and or THE DNC would spread this rumor that HE would pay these Americans unility bills. Why not, would make him a sure winner.
