There’s an inexpensive implant that can permanently cure criminal behavior of this sort. It’s proven effective. There is no need for ankle-monitors and the infrastructure to support 24/7/365 monitoring , or expensive yet ineffective “treatment” programs. Recidivism rate is “zero”.
Despite the low cost and proven effectiveness, this implant isn’t used.
Seems a shame.
