Sounds mostly like a small town thing. While technically a voted upon position, it’s evolved into thosw who volunteer. They work when they want and they do what they want. Meanwhile, the city coucil, who doesn’t do the work, passes rules and wants to be in charge.
If they dissolve the park board, they will find no one will do the work, because the city council isn’t going to. If they were going to they’d already be doing it. But they will do some things, like order a city worker to go and kick out the campers.
In the end, I’m betting the parks in Gladstone won’t be as nice, and the city council will think why didn’t I look the other way?
