Your lefty blogger is citing a Politifact article, and not surprising, leaves out a few relevant details:
“The stats on net number of existing businesses are also incomplete, because they exclude sole proprietors and partnerships, which have no obligation to register with the state,…”
If a sole proprietor/partnership isn’t required to register, just how many businesses are there in WI? The neighbor starts a lawn care business, did he register?
The beauracrats didn’t follow their own rules to remove inactive businesses for 11 years, so “the annual statistics were especially meaningless from 1996 to 2007.”
and, “The department says it’s uncertain if the 2010 figures it gave us [Politifact] are fully representative of reality because of that clean up job.”
Yet Politifact looked at the data and decided it was “good enough” and issued a STALLED rating on this 4-year goal of Governor Walker.

But how about the Milwaukee Journal Sentinal endorsing Walker in the recall election, over their very own Mayor Barrett? The MjS calls Barrett “tentative and slow to act”, especially in formulating an economic plan for Milwaukee that works with the region.
