I wonder just how long Duluth thinks it can keep kicking this rusty ol’ can down the road?
I’m over 60 and this same discussion has been taking place at least all of my life and probably longer.
Those things HAVE to be fixed, there’s no getting around it. The longer it takes to get done, the more it’s going to cost.
Someone needs to man up and just DO IT.

It’s actually embarassing to think how many of our lead have basically ignoring this very serious problem the past 30 or 40 years.
Even though it’s a very costly issue to remedy, and certainly not “sexy” like building an aquarium or some other shiny object on your watch, I think we should give our true thanks to the people in authority at the time who actually try to get the ball rolling on the upgrades needed rather than all the bandaids that previous administrations did.
