Why did the city pay to create the UDC to implement the City’s 2006 Comprehensive Land Use Plan? If a business, college or Duluth school district wants to change up your neighborhood there it goes. Duluth is not for residents.

This sounds like a great plan…keep in mind that this once was a gas station and then an architectural design office.
