Why did council member Lehrke vote “no?”

Okay…First, you have to be an idiot to dislike a question that wasn’t addressed in the story. Why did councilmember Lehrke vote “no?” I’ve watched the council meetings where this was taken up and he was surprisingly quiet about the whole thing, but in the end, voted against. Usually there is an explanation from the no votes.
