New Two Harbors pet ordinance limits households to three dogs, cats

After several months of public hearings, the new Two Harbors pet ordinance got its first reading Monday.
The ordinance sets a three-dog and three-cat limit, Councilor Seth MacDonald said. If a resident owns more than that number, a 60-day amnesty period has been granted.

Tom,
The ordinance allows for 3 dogs and 3 cats. All you need to do is license them with the Lake County Humane Society (LCHS) and your good to go. If you want more than that you need to apply for an Exception License with the LCHS. To recieve the Exception License the LCHS needs to come and visit the location the animals are going to be kept. They’ll make sure all the animals are licensed, kept humainly, and can be kept in a way not to be a nusence to the neighborhood. If they become a nusence steps can and will be taken to address those issues. The new ordinance clarifies and strengthens common topics of complaints. Noise, oder, and other items. If you have neighbors who are responsible pet owners there shouldn’t be an issue. If the neighbors are not repsonsible and they get complaints that can be verified the LCHS and the THPD will work together to try and solve the issues. The Exception License needs to be renewed anually and can be revoked at any time for violations of the terms of the exception license.
