They do not really pay it (the fine). US taxpayers do. I do not know if the money for fine comes from ‘the start up fund’, or the operating (fund) allowance, given by the GOVERMENT. to the Company . All this news does is sprinkle some sugar on a Government ‘Ear Mark’ trying to sweeten project up, only to show us, ALL is FAIR and upfront with our tax money. Works most of the time, if it didn’t the powers to be (government) would never let this sort of information made public, would they?
