There’s one solution that’d help a lot. Increase the fine to a mandatory $500.00 fine. And… offer $250 of that to anyone who reports a litterbug. Not the solution, but people might think twice if they know that car behind them can make an easy $250 if they call them in.

And how is the tattle-tale going to prove the garbage came from who he claims it came from? You gonna finger-print or DNA-test litter?
Please start thinking about how this would really work. You’re angry at at co-worker–you turn them in for littering. Didn’t get that raise? The boss is a litterbug too. Someone driving faster that what you think is prudent? More litter. That yappy dog next door? That family litters.

If someone was ambitious enough, they could start up a private company and start doing this. Have the oil company pay them. I bet they would make a killing.
