I live in this area and got a letter. I do not think this is confusing at all. They basically sent out the same language that the city sent out and said that they are willing to perform the services that the city says we need to do.
It says in plain language “This is an advertisement”.
How many letters do people get in the mail that says “Important Information” and basically says that you need to call because your car warranty expired? Do you call the city when this happens?
I don’t know what happened in Two Harbors, but if they were “Banned” for sending out an advertisement similar to this, I would be ashamed if I were a TH City Councilmen.
This is America people. The land of of the free. Nobody is making you have this company put in your valve. However, it is the city that is making you put in a valve and instead of getting mad at a company that is trying to perform a service, maybe we should look at those who makes the decisions that require these changes.

Do you call the city when you get a Pizza advertisement saying it’s a deal too good to pass up? No, you don’t, and their ad is way more enticing.
I like to think that Bluewater learned their lesson from the Two Harbors debacle – in my myopic opinion (Shout out to my Chinese friend Eric), they crossed the line on that one. Would be interested to see the one sent out now. My guess is that it’s fairly straightforward if you choose to read to the end. If the ad made you call Bluewater – well that’s called good advertising folks.

Agreed also received one. Read entire letter and did realize it was an advertisement. A small part of me thought “well played”. You have to read things people since they are not sending out cartoons for you.

I got a “Bluewater letter” also, and I am not even affected as my water (probably most of the East Central Entrance area) comes from the Highland Reservoir (lower) not from the Arlington Tanks (higher). People need to know where their water comes from to make any educated judgement on whether they need a regulator valve installed.
