Firearm permit applications rise in N.D.’s booming Oil Patch
April 5, 2012 at 4:07 am in Grand Forks Herald
Attorney General Wayne Stenehjem says his office has been getting up to 300 applications daily from people wanting a permit to carry a concealed weapon. He says most are coming from counties within the oil patch and many of the inquiries are from women. Continue Reading

In an area where law enforcement can only go from one call to the next and barely keep up with that…I feel it’s necessary to be able to protect yourself. Some of the oil companies have good reputations. They do criminal back ground checks and drug testing. But there are many that don’t.

How can the second amendment NOT include the right to carry a weapon?
Why is there a distinction between concealed-carry and open-carry?

Many states allow open carry although there are few people who choose this method for carrying their firearm. Some states allow open carry without a permit, while other states allow open carry with your concealed firearm permit. Many people choose to conceal their weapon to avoid the public noticing their firearm.
Tactically, it is much quicker to draw your weapon from an exposed position rather than a concealed position. There is discussion about whether or not open carry will deter a criminal should he/she see your firearm before or during an attempted crime, or if you would just become the first target so as not to interfere with the crime.
The Minnesota Personal Protection Act is a permit to carry law, not a conceal and carry law. The pistol does not need to be concealed, but can be concealed. North Dakota does not allow open carry except if you are at a shooting range or hunting.
The second amendment was intended to be applied to the states through the fourteenth amendment though the courts have refused to acknowledge or apply original intent.

Second Amendment–adopted on December 15, 1791.
Fourteenth Amendment–adopted on July 9, 1868.
It is not possible for the “original intent” of the second amendment to be applied to the states through the fourteenth amendment, since the fourteenth didn’t exist at the time the second was adopted, and for ~77 years thereafter.
You’re right about the courts refusing to acknowledge or apply original intent (in many cases) because if they did, there’d be no need for a permit to carry arms.

It’s a great discussion sir. I wish the people that post on the boards were more interested in the subject matter. I would love to go further with this issue.

It looks like crime has increased but the crime rate has not????? What a contradictory and false statement. If crime increases then the crime rate does too. Officials need to be more honest and accept that the crime rate in western ND HAS indeed gone up. It is to be expected when you have such an influx of people coming from near and far from various lifestyles, locations, areas of higher or lower crime, etc.
