I actually think this is fair. It is really frustrating to have people take up all the overhead bin space because they are too cheap for luggage. On the other hand I think it is lame that they charge for luggage. I don’t think I’ll ever get used to that. But given that you are supposed to pay for luggage, it makes sense to close this loophole.

How about enforcing the size rules that are already in place? If someone brings a larger than allowed bag then they are charged. I can see the “purses” that will start appearing.
