Why don’t people speak up? That’s pretty easy, whistleblower protection in ND is a complete joke. You complain, the person the system keeps sending you to is the person you are complaining about.
Your life becomes hell. The person being complained about goes after you. If you are lucky, you find a job somewhere else and bail out. If you stay, it is you put on trial and every word is examined to see if you perfectly followed protocol every second of the day.
In the end, even if you survive, your employee file ends up with a bunch of career killers in it.
