The USA is now a net EXPORTER of refined fuel. This means that the Keystone pipeline and more drilling will do nothing to drive down gasoline prices.

Yes.
The oil companies have decided that pump prices are not high enough, therefore refined fuel is shipped to other countries to keep prices high here at home.
Fuel prices, therefore, pivot on the greed of the suppliers.
Sort of like Grand Forks fuel prices vs. Fargo fuel prices. The Cartel knows all, sees all, decides all.

The oil companies are just doing what the poster boy for high gas prices wants. Obama is on record saying he wants gas prices to be a lot higher.
