‘Windchill law’ would strengthen animal protections in Wisconsin
February 10, 2012 at 6:00 pm in Duluth News Tribune
Wisconsin State Rep. Nick Milroy, D-South Range, said Friday that he’s working with other lawmakers to draft legislation to strengthen the state’s animal neglect laws.

What a sad comment cribmaster. So are you saying that mistreating Windchill resulted in a few starving children around the world being fed ? I highly doubt that. Anyone who mistreats an animal (certainly to to the degree Windchill was mistreated) has absolutely no regard for anyone or anything else anyway….so I doubt they used the money they saved on Windchill to feed starving children.
Everyone has a sphere of influence, and while mine doesn’t extend all around the world to immediately feed all the starving children…..I can at least properly care for the animals I interact with. All this law is promoting is decent and humane treatment of sentient beings in the animal world.
How anyone could be against this is baffling unless you get your kicks out of creating pain and misery since “it’s only an animal” to you.
I don’t think it’s much of a stretch to think that if you purposely or through neglect mistreat animals, you’re not likely to have much regard for human suffering either. One of the definition of character is what you do when no one will know either way what you did, right or wrong. Many times there are negative social or legal ramifications if you mistreat fellow humans, but there are few legal (and not not many social either) stumbling blocks to mistreating animals……how you treat those vulnerable/dependent animals around you is where your true character shows.

Cribmaster with all due respect why can we not do for all vulnerables like animals, children and the elderly. Why is it always one or the other. I applaud the efforts of the Windchill Legacy.

This is fine now if we can get these same lawmakers to be a bit more pro business in the northern part of the state we could continue to grow our economy. I’m tired of the anti-business elected officials from our part of the state.

People who abuse animals will abuse people, too. We need to protect ALL living beings from cruelty and neglect. As someone said, we can care for both animals AND people. It doesn’t have to be either/or.

The big problem with a bill like this is enforceability. How do you enforce the law when the alleged incident occurs on private property, likely shielded from public view. This law will be an interesting read because for an outside animal a wind break is considered shelter. That could include the backside of a garage, barn, fence or maybe a thicket of dense pines. Animal cruelty is a crime and should be punishable to the full extent of the law. If the public demands it then increase the penalty for such crimes, but don’t rewrite laws that potentially grows government to enforce situations that are likely unenforceable.
I think this bill has more to do with the public viewing Nick Milroy unfavorably after his occupy Madison antics last year and he is just trying to get on the plus side of 50% for this fall’s upcoming election.

Kill 40 million babies and now we make laws related to protecting animals. Only in America, it is a wonder why the rest of the world hates us.

So Bob, since abortion is legal should be just stop talking about any other issues and just ignore everything else ? I can respect your opinion on abortion, but you remind me some of my relatives who have ailments of one type or another. When you get together with them it’s all they can talk about and in short order this one issue conversation gets old very quickly. Abortion is certainly an important issue….but it’s certainly not the issue around which every other issue revolves. Gather a few more tools in your tool box and quit taking your hammer out at a glass convention. It’s not a suitable tool for the job at hand.

Well sweetie, it is an attitude like yours that creates these problems. Legal or not it is still murder. Tobacco is legal yet you are a criminal if you care to smoke it.

From the article “The colt was found malnourished, covered in ice and snow and unable to stand. With no access to shelter and the wind chill between 40 to 55 degrees below zero, the colt was near death. Though a great effort was made to save the colt, it died 20 days later.”
I am not trying to be funny here, but, I think that the wind chill might have aided in the death and not been the cause. From the article it appears to me that there is neglect of the owner period and no further law would have prevented “Windchill” from dying. The poor colt was malnourished and not allowed access to a shelter. Somebody please correct me if I am wrong; had this happened in July or August, are there not laws about nourishment and access to shelter/shade? What’s the difference? Pass the “Windchill Law”, but in the mean time enforce what is out there now while you think about it!
